  1. Combatting Forced Labour Through Quality Skills and Lifelong Learning

    This policy brief provides an overview of the work ILO is doing in the prevention of forced Labour through skills development and Lifelong Learning. While highlighting how forced labour remains a prevalent issue at the global level, this policy brief discusses some of the main challenges faced by countries in countering forced labour and how to combat it through quality skills and lifelong learning and help people access decent work.

  2. Comparative Study - Rapid assessments of reskilling and upskilling needs due to the COVID-19 crisis in Cambodia, Kuwait and Morocco

    During 2020/21, the International Labour Organization (ILO) undertook a series of rapid skills assessments (RSAs) of COVID-19ʼs impact on em¬ployment and skills across various countries. The exercise sought to understand the contribution re-skilling and upskilling could make to improv¬ing outcomes for employers and individuals and to identify practical options or recommendations for policy action on re-skilling and upskilling to improve employment outcomes. The key findings are reported based on a synthesis of the evidence collected through a series of assessments undertaken in Cambodia, Morocco, and Kuwait.

  4. Strengthening work-based learning in VET institutions

    This report was compiled under the ILO’s research project – Apprenticeship Development for Universal Lifelong Learning and Training (ADULT) – funded by the Government of Flanders. The project aims to explore how apprenticeship systems are being modernised and transformed to promote and enable lifelong learning and decent work for youth, adults, and older workers (both employed and unemployed). The research paper titled “Strengthening work-based learning in VET institutions” explores the initiatives undertaken by countries across the world to strengthen WBL in school-based VET, the role of local industry and social partners. It also discusses the various innovative policy options which can be introduced for supporting WBL in school-based VET.

    This report was compiled under the ILO’s research project – Apprenticeship Development for Universal Lifelong Learning and Training (ADULT) – funded by the Government of Flanders. The project aims to explore how apprenticeship systems are being modernised and transformed to promote and enable lifelong learning and decent work for youth, adults, and older workers (both employed and unemployed). The research paper titled “Improving the attractiveness and social perception of apprenticeships” explores reasons why apprenticeships are sometimes regarded as unattractive or low status career choices. It also highlights the experiences and lessons learned from the initiatives taken by various countries in improving the attractiveness of apprenticeships. These include structural changes and enhancements to apprenticeship programs, as well as better promotion of apprenticeships to potential apprentices and those who advise them.

The research paper titled “Digital transformation of apprenticeship systems” explores how digital technology can be used to improve the effectiveness, inclusiveness, and efficiency of apprenticeships. It also highlights the ongoing and emerging innovative practices in using digital and educational technology.

The research paper titled “Adapting apprenticeships for the reskilling and upskilling of adults” explores how apprenticeships can enable the people to acquire new skills and update existing skills throughout their working life, thereby addressing the fast-changing labour market demand. Furthermore, the paper highlights the new role of apprenticeship training within lifelong learning systems.

The exercise sought to understand the contribution re-skilling and upskilling could make to improv¬ing outcomes for employers and individuals and to identify practical options or recommendations for policy action on re-skilling and upskilling to improve employment outcomes. The key findings are reported based on a synthesis of the evidence collected through a series of as-sessments undertaken in nine Sub-Saharan African (SSA) countries and, subsequently, using a similar method in Cambodia, Morocco, and Kuwait. This report integrates findings across all regions and countries.

  11. Skills needs in the Oman labour market: An employer survey

    Based on desk research and a survey of 106 firms in Oman, conducted between May and June 2022, the report aims to assess Oman’s skills mix and needs an to help Omani businesses, policymakers, workers organizations, and employers and business membership organizations (EBMOs) to better assess policy options, especially as they pertain to the skills development of nationals and to skills-based international recruitment. If conducted regularly, the survey can be used to help assess the skills and competency gaps of the Omani workforce and identify the sectors and occupations where firms are having difficulty recruiting, with a view to recommending measures with respect to reskilling and upskilling.
