Selection Committee

In accordance with the recommendations made by the Governing Body at its 332nd Session (March 2018), it is proposed that the Selection Committee consider the following three questions with a view to reporting on them to the Conference Plenary for decision:
  • Item VII of the Conference agenda concerning the Abrogation of Conventions Nos. 21, 50, 64, 65, 86 and 104, and the withdrawal of Recommendations Nos 7, 61 and 62. Detailed information on this question is provided in reports ILC.107/VII/1 and ILC.107/VII/2.
  • Proposed revised Rules for Regional Meetings, submitted to the Conference for confirmation in accordance with article 38, paragraph 2 of the Constitution. The revised rules are contained in Provisional Record 1B
  • The proposed amendments to the Code of the Maritime Labour Convention, 2006, as amended (MLC, 2006) that the Special Tripartite Committee established under Article XIII of the MLC, 2006 adopted at its third meeting (23-27 April 2018). In accordance with Article XV, paragraph 5 of the MLC, 2006, and article 17 of the Standing Orders of the Special Tripartite Committee, the Conference may decide either to approve the amendments, or to refer them back to the Special Tripartite Committee for reconsideration. The amendments are contained in Provisional Record 1C.
On the recommendation of the Governing Body, it is also proposed, on a trial basis, that the formalities necessary to set the Conference in motion (such as setting the closing date for the registration of speakers in plenary, suggestions to facilitate the work of the Conference and its committees, or invitations to international non-governmental organizations to participate in committees), traditionally discharged by the Selection Committee, be taken care of this year by the Conference itself at its opening sitting through the adoption of the proposals contained in Provisional Record 1A. After the opening sitting of the Conference, it is proposed that the Selection Committee continues to discharge its steering functions, through its officers, with respect to the programme of the Conference and the time and agenda of plenary and committee meetings.

It is proposed that the Selection Committee hold a first sitting to consider the three above-mentioned questions on Monday 28 May, from 17:00 to 18:30. If necessary further meetings will be scheduled during the first week of the Conference with a view to submitting a report to the Conference Plenary on Monday 4 June 2018, so that a vote on the abrogation or withdrawal of the above-referenced Conventions and Recommendations and the amendments to the Code of the MLC, 2006, can take place on Tuesday 5 June 2018.

In accordance with article 4 of the Standing Orders of the Conference, the Selection Committee is composed of 28 members appointed by the Government group, 14 members appointed by the Employers’ group and 14 members appointed by the Workers’ group. Its composition will be approved by the Conference at its opening sitting.
