Government registration form for membership in Committees

Each Government should fill out ONLY ONE FORM, which covers all the committees for which it seeks membership.

 

 
Please select from the list below the committee(s) in which your Government would like to participate.

For each committee, please check the appropriate box depending on whether your Government registers as a regular member or as a deputy member.

The difference between regular and deputy members is that the latter cannot take part in a vote, unless a government regular member has requested the deputy to replace it and notified the Secretariat of the committee of this in writing (article 36(2) of the Standing Orders). Deputy members have all other rights (e.g. they may take the floor, move resolutions, amendments, etc.). As committees meet simultaneously, governments may have difficulty in being represented continuously in all the committees of which they are members. Governments are therefore requested to only apply for regular membership of those committees for which they undertake to be represented throughout the committee’s work.

As in accordance with article 36(1)(a) of the Standing Orders of the Conference, governments may be represented by any of their delegates or advisers at any time, it is not necessary to provide names of delegates and advisers assigned to the committee.

The following standing committees do not appear on this form: the General Affairs Committee (article 7 of the Standing Orders of the Conference), whose composition is limited to the governments that are regular or deputy members of the Governing Body; the Finance Committee of Government Representatives (since the government of each Member of the ILO registered at the Conference is automatically a member of this Committee (article 11 of the Standing Orders of the Conference)); the Credentials Committee (article 8 of the Standing Orders of the Conference), which has limited membership and whose composition is decided by the Conference at its opening sitting; and the Drafting Committee (article 9 of the Standing Orders of the Conference), whose limited composition is determined by the committee that refers a text to it for review.

Please note that for the INITIAL REGISTRATION IN A COMMITTEE to become effective, the credentials of your Government must have been received by Monday, 15 May.

The deadline for the initial registration in a committee is Sunday, 4 June by 5 p.m. (Central European Summer Time)

SUBSEQUENT CHANGES IN COMMITTEE MEMBERSHIP can be communicated by submitting a new online registration form or by e-mail to reloff-conf@ilo.org. Such changes will become effective the day after the request is made, provided it is received before 5 p.m. (Central European Summer Time).
