Formalizing domestic work

Many countries around the world are at the onset of a care crisis: with the ageing of the population, and continually increasing rates of female labour participation, families are increasingly turning to domestic workers to care for their homes, children, and ageing parents. While an increasing share of domestic work is part of the formal economy, domestic work remains one of the sectors with the highest share of informal employment. This new ILO report calls for a combination of incentives and compliance to reduce high levels of informality in domestic work.

Post-crisis social dialogue in Spain: The calm after the storm

This study examines the challenges facing tripartite social dialogue in Spain and its potential for revitalization following the timid steps taken by successive governments and the social partners. The authors contrast this situation to the resilience of bipartite social dialogue between trade unions and employer organizations, and the positive contribution it made to coordinating collective bargaining through this difficult economic and political period. The report highlights a number of good practices in seeking to re-launch tripartite social dialogue, including a 2014 Declaration of Intent signed by trade unions, employers’ organizations and the government, and a pact on employment activation policies for the long-term unemployed. These achievements are promising, although additional efforts are needed to fully revitalize social dialogue and contribute to a stronger economic and labour market recovery. The paper considers also the role of social dialogue in key policy issues such as labour market and pension reforms, and the formulation and implementation of National Reform Programmes in the context of the European Semester.

This report conducts a content analysis of the 54 most recent global framework agreements (GFAs) and an evaluation of 29 case studies on the implementation of GFAs to identify effective good-practice examples of GFAs promoting decent work in global supply chains by developing labour relations on a global scale.

Myanmar garment sub-sector value chain analysis

Following the repeal of European and American export sanctions on Myanmar, the country’s garment sector is now experiencing new levels of growth. The Myanmar Garment Manufacturers Association (MGMA) reports that new garment factories are opened every week, and the number of workers involved in the industry is forecasted to grow from the current 260,000 employees to 600,0001 in the next three years.
