    Unravelling the vicious cycle of recruitment

    This study in Bangladesh was commissioned against the backdrop of growing concern globally about the particular vulnerability of both regular and irregular migrant workers to exploitation, trafficking and forced labour. It was undertaken to inform dialogue between Asian sender and Middle Eastern destination countries, at a Gulf Forum on Temporary Contractual Labour, held in Abu Dhabi in early 2008, along with a sister study addressing similar questions in Pakistan. While provisional findings were first presented at that time, we are now pleased to publish the full findings of the research, following the launch of the ILO’s third global report on forced labour, entitled “The cost of coercion” on 12 May 2009.

    National Labour Migration Policy for Sri Lanka Launched

    The ILO International Migration Branch, Geneva, and the ILO Office for Sri Lanka, Colombo, provided technical support to the tripartite plus consultative process for the formulation of the National Labour Migration Policy for Sri Lanka. The Policy was officially launched by the Ministry of Foreign Employment Promotion and Welfare on 24 February 2009, and approved by the Sri Lanka Cabinet on 30 April 2009.

    Protecting the rights of migrant workers: A shared responsibility

    What is the connection between protection of migrant rights and development? How are countries singly or jointly protecting the rights of migrants? The ILO paper "Protecting the rights of migrant workers: A shared responsibility" seeks to address these questions and related issues. It was initially prepared as an ILO contribution to the Second Meeting of the Global Forum on Migration and Development, which took place in Manila from 27 to 30 October 2008. The ILO hopes the paper will serve as a useful tool to governments, employers' and workers' organizations and all other stakeholders who are keen to improve protection of their workers abroad as well as migrant workers in their countries.

    The global economic crisis and migrant workers: Impact and response

    This research paper, prepared by the ILO International Migration Programme, assesses the impact of the global crisis on migrant workers and reviews policy responses. It addresses the impact on the employment of migrant workers in their countries of destination, on the volume of their financial contributions to the livelihood of their families and to the economies of their countries of origin and on their living and working conditions, which may deteriorate due to an increase in hostility and xenophobia.

    Cross-Country Study of the ILO/USDOL HIV/AIDS Workplace Education Program: Strategic HIV/AIDS Responses in Enterprises (SHARE)

    This study of SHARE, Strategic HIV/AIDS Responses in Enterprises, was jointly conceived by the International Labour Organization (ILO) and the United States Department of Labor (USDOL) to gather insights into the project and to inform future programming. The following target countries were selected based on availability of sufficient data, global geographic dispersion, and prevalence (both low and high) in the target countries: Barbados, Benin, Botswana, Cambodia, and India. The outcome of the ILO/USDOL SHARE project demonstrates that an effective government response to HIV in the world of work should be characterized by a tripartite structure (involving ministries of Labor, and employers' and workers' organizations) with an ability to reach workers and mobilize enterprises for the prevention of HIV. Effectiveness is further enhanced by the multiplier effect of this approach, with the positive impact filtering through families and communities.
