This paper is the first initiative of the ILO to focus broadly on this topic.

    Independent evaluation of ILO's strategy and actions for strengthening labour inspection systems, 2010-2015

    The purpose of the evaluation is to provide an objective assessment of the design and implementation of the ILO strategy from 1 January 2010 to 31 December 2014 in order to gauge results and inform future actions. As specified in the agreed Terms of Reference (ToR), the evaluation centres on an analysis of the main approaches pursued by the Office to build, foster and maintain sound national labour inspection systems. It addresses a series of questions related to six evaluation criteria: relevance, coherence, effectiveness, sustainability, impact and efficiency (including management). Based on this analysis, the evaluation highlights lessons and offers recommendations for ILO to consider as it moves forward with the transitional Strategic Policy Framework (2016–17), which includes strengthening workplace compliance through labour inspection, as Outcome 7.

    During the general discussion on labour administration and labour inspection at the 100th Session of the International Labour Conference in June 2011, delegates pointed out that labour inspection cannot be fully understood without considering the procedures for imposing sanctions or penalties. These procedures are necessary as a remedy for violations, while also acting as deterrent.

    With the request of the Secretary of the Ministry of Labour and Labour Relations, the ILO sent a technical mission to Colombo. The purpose of the mission was to elaborate a technical memorandum with the objective of contributing to the strengthening and improving of the implementation mechanism and human resources capacity of the Ministry (in particular, its labour inspection), in order to deliver services in an effective and efficient manner.
