A Guide on Labour Inspection Intervention in the Informal Economy - A participatory method

The informal economy comprises more than half of the global labour force and more than 90% of micro and small enterprises worldwide. It encompasses a huge diversity of situations, employers and workers, most of them operating out of survival needs, especially in industrializing countries. In these countries, the protection provided by regulatory systems may not apply in law or in practice to informal economic units and workers therein; the scarce resources of enforcement agencies along with the particular challenges related to the informal economy may also lead governments to concentrate their efforts in formal enterprises. To address these challenges, the ILO, together with labour inspectorates from selected African Member States, developed and piloted a simple and effective process to address fundamental labour rights and occupational safety and health deficits through labour inspection as presented in this guide.

Labour inspectorates, together with other public institutions and in collaboration with social partners, have long been active in addressing child labour and its worst forms through the combined use of advisory and enforcement actions. Despite these efforts, child labour continues to be a concern worldwide and, in most countries, inspectorates could leverage the action of other relevant players, among which are child labour monitors. Whilst many good practices of collaboration are recognised, it is also true that the synergies of these two mechanisms are not well known and thus there is the potential to improve collaboration.

This report summarises the main findings and evaluations from the workshop ‘Labour Administration Reforms and Innovations: Efficiency and Outreach’ held in Prague between the 8th and the 10th of December, 2015. The workshop was designed to develop synergies between academia, labour practitioners and ILO specialists in order to enhance the ILO knowledge base. In addition, the workshop sought to explore practical tools that could be used in technical cooperation activities in the field of labour administration.
