The Global overarching strategy of GED/ILOAIDS invests the limited resources most efficiently to achieve maximum impact. For the 2018 – 19 biennium, GED/ILOAIDS utilised its limited resources in a focussed manner, prioritising areas of work where concrete outcomes could be achieved.

In terms of country work, GED/ILOAIDS prioritised its work in UBRAF Fast Track Countries. These are countries in which the most significant changes can occur and hence with limited resources, the fast track countries will be the focus of activities.
The beneficiaries of GED/ILOAIDS country programmes were women and men workers found to be at a higher vulnerability to HIV than the general population. These categories of workers include mine workers, transport workers, migrant workers, young workers, etc. Similarly, the limited resources were concentrated in sectors such as the mining sector, transport sector, the entertainment sector, construction sector, farms with migrant workers, etc.
