Apprenticeships Development for Universal Lifelong Learning and Training (ADULT)
Towards lifelong learning and skills for the future of work: Global lessons from innovative apprenticeships

This report was compiled under the ILO’s research project – Apprenticeship Development for Universal Lifelong Learning and Training (ADULT) – funded by the Government of Flanders. The project aims to explore how apprenticeship systems are being modernised and transformed to promote and enable lifelong learning and decent work for youth, adults, and older workers (both employed and unemployed). The main report, Towards Lifelong Learning and Skills for the Future of Work: Global Lessons from Innovative Apprenticeships, synthesizes the topics of six individual thematic reports and three additional themes which are only featured in the main report. It explores how apprenticeships can enable people to acquire new skills and update existing skills throughout their working lives to keep pace with the fast-changing labour market demand.

The 2023 Symposium, organized in partnership with the European Commission's (EC) Joint Research Centre (JRC), focuses on the theme of employment policies and social justice. The Symposium will highlight the latest thinking on how integrated national employment policies tailored to the circumstances of countries promote inclusive transitions and social justice.

An ecosystem approach to skilling: Insights from 85 innovative programs
Opportunities for continuous up- and reskilling should be accessible to all workers in order to maintain the competitiveness of the workforce. However, our current systems for skill building are not ready to tackle this challenge: government, academia and employers chronically underinvest in adult learning, and do not (yet) collaborate efficiently to provide at scale, end-to-end skilling solutions. In our research at the BCG Henderson Institute, we studied early examples of "skilling ecosystems”, innovative programs that involve multiple stakeholders to deliver up/reskilling solutions to address a specific skill gap. In this session we will discuss the different types of such ecosystems, key success factors and selected best practices based on our database of 85 examples around the world.
