ILO Technical Notes - The state of application of the provisions for social security of the international treaties on social rights

ILO Technical Notes represent a collection of country specific publications on the member States’ compliance and reporting obligations in the field of social security under ratified international treaties on social rights, including up-to-date ILO social security Conventions, UN Human Rights Treaties and regional instruments on economic and social rights.

Technical Notes construct a legal playing field of the international social security law composed of interrelated and mutually reinforcing provisions of the international labour standards and human rights treaties, their jurisprudence and monitoring procedures, concluding observations of the international supervisory bodies and statements of other implicated organizations. They help governments and social partners navigate across this complex international field of legal and administrative obligations by compiling, structuring and annotating all necessary legal information, economic indicators and statistical data, explanatory documents and reference materials, in particular:

  • income and poverty indicators and standards used for the assessment of the adequacy of social security benefits, including minimum amounts and social protection floors;
  • methodology of determination of the Standard Reference Wage used for calculating the replacement level of benefits for different types of social security schemes and comparison of benefit calculation under alternative options offered by ILO standards;
  • Integrated Management of compliance and reporting obligations under social security provisions of the ratified international treaties on social rights, containing coordination tables of provisions accepted and in force for the country concerned, and time management charts of the interrelated reporting cycles on the ILO and regional social security standards for the period 2011-2017;
  • overview of monitoring mechanisms of the ILO, UN and regional treaties on social rights together with a compilation of the Concluding observations of their supervisory bodies concerning social security issues as well as related statements of other international bodies reviewing national economic and social policy.

Technical Notes are produced by the International Labour Standards Department in cooperation with the Social Protection Department for countries having ratified Social Security (Minimum Standards) Convention, 1952 (No. 102) and/or other up-to-date ILO Convention establishing substantive social security standards (Nos. 121, 128, 130, 168).
