This database contains a regularly updated list of vessels that have been reported to the ILO as abandoned in various ports of the world by appropriate organizations. It specifically includes information on seafarers and fishers, who have been abandoned and their current status.
Database. During its fifth meeting, the Joint IMO/ILO Ad Hoc Expert Working Group on Liability and Compensation regarding Claims for Death, Personal Injury and Abandonment of Seafarers (Joint Working Group), held in London at the Headquarters of the International Maritime Organization (IMO) from 12 to 14 January 2004, expressed the need for a database on abandonment cases, to be set up as soon as feasible.
The ILO carried out the relevant studies and it was decided, in consultation with the IMO Secretariat, to host the database. The ILO wishes to express its appreciation to International Ship Suppliers & Services Association (ISSA) for its support in making this database possible.
More information on the joint IMO/ILO database management, including the definition of the terms used in it, such as resolved case as opposed to unresolved, disputed or inactive cases, is available in the detailed procedure.
How to report? Governments and relevant organizations are invited to send the appropriate information to the ILO in the form [PDF template] provided in IMO/ILO/WGLCCS5/3, Annex 2, page 7:
- by e-mail to: marit@ilo.org (preferable); OR - by fax to: +41 22 799 70 50
If and when a case of abandonment is deemed to be related to the COVID-19 pandemic, the organization or Government reporting the case can include the relevant information in the “Circumstances” box of the PDF template.
Who can report? Flag States, port States, labour-sending States, and NGOs with consultative or observer status in IMO or in ILO. Seafarers or fishers who want an abandonment case to be reported may wish to consult their trade union or contact their consulate or flag State. Advice may be sought through the ILO, the IMO, the ICS, the ITF, or the ISSA (see section ‘Related links’).
Why report? Because it alerts all relevant parties, enables an early deployment of efforts, helps prevent the deterioration of abandonment cases in the long term and paves the way to their prompt and appropriate resolution. It is recalled that the financial security system established by the MLC, 2006 is limited to four months of outstanding wages and other entitlements.
