Articles 1 and 2 of the Convention. Scope of application. The Committee notes the explanation provided by the Government in its first report on the system of public service and the various categories of public and civil servants. The Committee notes that the conditions of labour, as well as trade union and collective bargaining rights, of public servants are regulated by either the Labour Code or the Law on Trade Unions or specific legislation. With regard to the latter, the Committee notes that the Government refers, in particular, to firefighting services, rescue services, customs and drug control service. The Committee requests the Government to indicate to what extent the guarantees provided for in the Convention apply to workers engaged in these public services. The Committee observes that it is not clear from the information provided by the Government whether civil servants enjoy the rights under the Convention. It therefore requests the Government to indicate to what extent the guarantees provided for in the Convention apply to civil servants.
Articles 4 and 5. Protection of the right to organize. The Committee notes the information provided by the Government and refers to its direct request on the application of the Right to Organise and Collective Bargaining Convention, 1949 (No. 98).
