The Committee notes the observations of the National Confederation of Industry (CNI), received on 1 September 2015.
Articles 2 and 5 of the Convention. National policy on vocational rehabilitation and employment of persons with disabilities. The Committee notes with interest that the fundamental rights established in the Statute of Persons with Disabilities, adopted by Act No. 13146 of 6 July 2015, include the right to work for persons with disabilities. According to the Statute, all entities are obliged to guarantee accessible and inclusive workplaces.
The Government presents statistical data in its report concerning the participation of persons with disabilities in the labour market, disaggregated by sex, educational level and type of disability.
The National Employment Service (SINE) promotes “D Day”, which is especially dedicated to attend to persons with disabilities and rehabilitated beneficiaries, with the objective of promoting their inclusion in the labour market.
The Committee notes the CNI’s indication that enterprises are facing difficulties meeting the hiring quotas for persons with disabilities legally established since 1991, owing to the unsuitability of the training undertaken by persons with disabilities in relation to the technical requirements of the jobs concerned. According to the CNI, existing vocational rehabilitation policies should be improved to achieve more effective results. The Committee requests the Government to continue providing information on the measures taken to promote the vocational rehabilitation and employment of persons with disabilities and to overcome the difficulties highlighted by enterprises with regard to offering employment to persons with disabilities in the open labour market. Please provide information on the participation of the social partners in the formulation and implementation of a national policy for the vocational rehabilitation and employment of persons with disabilities.
