The Committee notes the observations of the Republican Union of Employers of Armenia (RUEA) and the Confederation of Trade Unions of Armenia (CTUA) received with the Government’s report in September 2014. It notes in this regard the observations made by the CTUA concerning the monetary value of the minimum consumer basket, which represents the amount of goods and services that meet the needs of the minimum level of living standards in society, and the observations from the RUEA concerning the absence of consultations regarding the compilation of the monthly consumer price index (CPI).
Article 7 of the Convention. Statistics of the economically active population, employment and unemployment. The Government indicates in its report that the National Statistical Service of Armenia collects current statistics of the economically active population through the Households’ Integrated Living Conditions Survey. The Government adds that this survey is representative at the national level and that data is disaggregated by gender, age group, type of activity, economic sector, etc. The Committee notes that data on the economically active population (by sex, geographical coverage, age group and education), employment (by sex, geographical coverage, age group, economic activity, occupation, education and status in employment) and unemployment (by sex, geographical coverage, age group, duration, categories of unemployed persons and education) have been supplied to the ILO Department of Statistics for dissemination through the ILOSTAT website since 2008. In its observations, the RUEA expresses its concern about the lack of complete data on the economically active population. The Committee requests the Government to provide data from the Households’ Integrated Living Conditions Survey, according to the International Standard Classification of Occupations (ISCO). Please also include information on any developments towards the implementation of the resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).
Article 8. Statistics of the structure and distribution of the economically active population. The Committee previously noted that a population census was undertaken in October 2011. It notes that information in this regard has been regularly supplied to the ILO Department of Statistics. The Committee requests the Government to provide information on any plans for conducting the next round of the population census.
Articles 9, 10, 11 and 16(4). Subjects covered by Articles not accepted. The Committee recalls that Article 16(4) of the Convention provides that a Member that has ratified the Convention shall provide information on the position of its law and practice on the subjects covered by the Articles of Part II in respect of which it has not accepted the obligations of the Convention and the extent to which effect is given or is proposed to be given to the Convention in respect of such subjects. The Committee notes that the report does not contain information concerning the application of Articles 9–11 of the Convention. The Committee therefore requests the Government to provide information on the concepts, definitions and methodology used relating to hours of work (Article 9(1)); wage rates and normal hours of work (Article 9(2)); the compilation of statistics of the composition of earnings and hours of work as well as the distribution of employees by levels of earnings and hours of work (Article 10); and information on whether the country intends to develop a labour cost survey, and if so, to communicate the concepts, definitions, classifications and survey method to the ILO (Article 11).
Article 12. Consumer price indices. In reply to the previous comments, the Government provides information on the development of the CPI methodology in Armenia since 1993. The Committee notes that Article 12 is applied and that the methodology was established with the technical support of the International Monetary Fund (IMF). The Government indicates that quality assessments found the methodology currently used to be of high quality and in compliance with the latest international standards. The Committee requests the Government to continue to provide information on the application of this provision.
Article 14. Statistics on occupational injuries. The Committee notes that, while the obligations under this Article have not been accepted, statistics on occupational injuries are regularly communicated to the ILO Department of Statistics via the corresponding chapter of its annual questionnaire on labour statistics. The latest statistics submitted by these means refer to 2014 and were derived from the administrative records of the Branch Republican Unions. However, the ILO Department of Statistics has no information regarding compilation of statistics on occupational diseases. The Committee invites the Government to continue to supply statistics on occupational injuries and encourages the Government to accept the obligations under this Article.
