The Committee last examined this case, which relates to the Government’s refusal to appoint the Trade Union Confederation of Workers of Mali (CSTM) to the Economic, Social and Cultural Council (CESC) and to the national tripartite consultation bodies in general, at its March 2021 meeting [See 393rd Report, paras 32–34]. On that occasion, the Committee deeply regretted that, ten years after its first recommendations and despite the support of a high-level mission in 2015, the Government had still not made progress on the issue of professional elections for the determination of the representativeness of trade union organizations.

In its communications dated 29 April and 29 September 2021, the Government indicated that, given the political instability that the country has been experiencing since 2020, in particular since May 2021, the organization of professional elections has been interrupted. However, the Government intends to convene a social conference in October 2021 to establish a calendar for representative professional elections, which it plans to hold in the first half of 2022.
  3. 36. Aware of the difficult situation in the country, the Committee expects that the necessary measures will be taken for the early holding of a social conference, one of the objectives of which should be to establish the modalities of professional elections for the determination of the representativeness of trade union organizations. The Committee requests the Government to keep it informed of any new developments on this issue, which is the subject of its long-standing recommendations.
  4. 37. Finally, the Committee requests the Governments and/or complainants concerned to keep it informed of any developments relating to the following cases.
