Legislation. The Committee notes from information available at the ILO and on the Internet that the Decent Work Act was enacted on 25 June 2015. The Committee requests the Government to communicate a copy of the 2015 Decent Work Act.
Article 4 of the Convention. Organization and operation of the labour administration system and coordination of responsibilities. The Committee notes that the Government reiterates in its report its previous indications concerning the main functions and organizational structure of the labour administration system, but does not provide the supporting documents as requested by the Committee. The Committee therefore once again requests the Government to provide an organizational chart of the labour administration system, as well as a copy of the report on the activities of the Ministry of Labour.
Article 5. Consultation, cooperation and negotiation bodies. The Committee previously noted the information provided by the Government concerning the National Tripartite Committee, the National Minimum Wage Board and the National Commission on Child Labour. It notes that the Government has not provided the information requested by the Committee in this regard. The Committee therefore once again requests the Government to provide information on: (i) the issues addressed by the National Tripartite Committee including the results of its work; and (ii) the consultation, cooperation and negotiation between the public authorities and employers and workers at the regional and local levels. It also once again requests the Government to provide: (iii) a copy of the text establishing the National Minimum Wage Board and reports or extracts of reports on the work of the Board; and (iv) information on the financial support available to the National Commission on Child Labour so as to enable it to give effect to its mandate.
Article 6(2)(a) and (b). National employment policy. Study and review of the situation of persons in relation to employment. The Committee previously noted with interest that a national employment policy had been developed with ILO assistance and that a national employment action plan had been developed and was launched in July 2013. It notes that the Government indicates, in reply to the Committee’s request concerning the participation of the competent bodies within the system of labour administration in the national employment policy (Article 6(2)(a)), that the National Bureau of Employment (NBE) has begun implementing the national employment policy, including through field visits by employment officers to ascertain vacancies in workplaces, and by providing jobseekers with the possibility of submitting their curriculum vitae to the regional offices of the NBE. According to the indications of the Government, the NBE also assumes functions under Article 6(2)(b) of the Convention, that is to study and keep under review the situation of employed, unemployed and underemployed persons. The Committee requests the Government to continue to provide information on the implementation and results of the national employment policy, and where applicable, the review of the national employment policy on the basis of studies concerning the situation of the employed, unemployed and underemployed persons.
Article 10. Training. Conditions of service. Human resources and material and financial means. The Committee notes that the Government has not provided a reply in relation to its previous request under this Article. The Committee therefore once again requests the Government to provide information, as detailed as possible on: (a) the staff in the Ministry of Labour and their distribution, composition, conditions of service and the training activities provided for them during their employment; and (b) the resources available to them for the performance of their duties.
