Articles 2 and 4 of the Convention, read in conjunction with Articles 2–5 of Convention No. 185. Seafarers’ identity documents. The Committee recalls the Government’s notification of the provisional acceptance of the Seafarers’ Identity Documents Convention (Revised), 2003, (No. 185), which involves the compliance with the requirements of Articles 2–5 of Convention No. 185. The Committee further recalls that the annexes of Convention No. 185 have been amended in 2016 in order to align the technical requirements of the Convention with the latest standards adopted by the International Civil Aviation Organization (ICAO) with respect to the technology for seafarers’ identity documents (SIDs). In particular, they intend to change the biometric template in SIDs from a fingerprint template in a two-dimensional barcode to a facial image stored in a contactless chip as required by ICAO Document 9303.
The Committee notes the information contained in the Government’s report on: (i) the “Regulations on issue, extension of validity and of cancellation of invalid Seaman’s book”, approved by the Order of the Ministry of Transport and Communications, No 3-234 (1.5 E) of 14 July 2016, as amended; and (ii) the procedure for filling out the seaman’s book approved by Order of the Director of the Lithuanian Transport Safety Administration (LTSA) No 2BE-282 of 28 October 2021. The Committee also notes the documents supplied by the Government on: (i) the certificate on the quality management system in the LTSA; and (ii) the last independent evaluation of LTSA activities, including the process of issue/renewal of seaman’s books, which was completed on 27 August 2021. The Committee notes that the regulations transmitted by the Government do not appear to refer to the 2016 amendments to the Annexes of Convention No. 185. The Committee hopes that the Government will adopt in the near future the necessary measures to give full effect to Articles 2–5 of the amended version of Convention No. 185. It requests the Government to provide detailed information on such measures, including a copy of the applicable national provisions. The Committee also requests the Government to supply a specimen of a SID compliant with the amended version of Convention No. 185, as soon as it becomes available.The Committee reminds the Government of the possibility to avail itself of the Office technical assistance.
