The Committee notes the information provided by the Government concerning Articles 7, 8, 9, 11, 14 and 15 of the Convention. In this regard, it notes the Government’s indication in respect of Articles 9 and 11 that the Labour Cost Survey (LCS) is conducted in accordance with European Council (EC) Regulation No. 530/1999 of 9 March 1999 concerning structural statistics on earnings and on labour costs (Article 11). The Committee notes that statistics on average hourly labour costs from the LCS for the period 2012–16 are available on the Eurostat website and have also been disseminated through the website of the ILO Department of Statistics. In respect of Article 14, the Committee notes the methodological and statistical information provided by the Government concerning the 2014 Survey on Accidents at Work. In response to the Committee’s previous comments, the Government provides statistical information on labour disputes as well as methodological information on the manner in which these statistics are derived. The Committee requests the Government to continue to provide updated information on any developments in relation to the application of these provisions, including on the compilation, analysis and dissemination of statistics and the methodology utilized.

Article 3 of the Convention. Consultations with the social partners. In its previous comments, the Committee invited the Government to provide information on the consultations held with the representative organizations of employers and workers with respect to statistics of occupational accidents and diseases (Article 14). The Government indicates in its report that no consultations took place from 2015 to February 2017 in relation to the approval of the annual statistical data on occupational accidents and diseases by the Greek Labour Inspectorate (SEPE) and the planning of its activities. The Committee hopes that such consultations with the social partners will take place in the near future and requests the Government to provide information on these consultations with respect to designing or revising the concepts, definitions and methodology used in collecting, compiling and publishing statistics covered by the Convention.

Articles 7 and 8. Employment, unemployment and underemployment statistics. Statistics on the structure and distribution of the economically active population. The Government indicates in its report that no legislative measures have been adopted concerning the application of the Convention during the reporting period. The Committee notes that statistics obtained from the quarterly national Labour Force Survey (LFS) and annual statistics of the labour force, employment, unemployment and time-related underemployment from the EU Labour Force Survey are regularly supplied to the ILO Department of Statistics. Moreover, population census data has been regularly supplied to the ILO Department of Statistics for dissemination through its website (ILOSTAT). According to the information available at the ILO, the latest population census was carried out in June 2011. The Committee requests the Government to continue to provide updated statistical and methodological information as soon as it becomes available. It also requests the Government to provide information on any developments in relation to the implementation of the resolution concerning statistics of work, employment and labour underutilization (resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

Article 9. Current statistics of average earnings and hours of work. Statistics of time rates of wages and normal hours of work. The Committee notes the information provided in relation to the LCS, the Structure of Earnings Survey (SES) and the LFS. It notes that the Government provides no information on the Household Income and Expenditure Survey (Article 13). The Committee recalls that, in the past, statistics on average net monthly earnings of employees collected from the Household Income and Expenditure Survey were sent to the ILO Department of Statistics for dissemination through ILOSTAT. The latest data refer to 2011. Moreover, the Committee notes that a new series of statistics of average monthly earnings of employees by sex and economic activity and by occupation obtained from the LFS was transmitted to the ILO, with data covering the 2008–16 period. Statistics of average earnings by sex and occupation from the SES, with 2014 as the reference year, and averages of weekly hours actually worked per employed person by sex and economic activity collected from the LFS have also been transmitted to the ILO. With respect to Article 9(2), the Government indicates that the LFS does not collect data on time rates of wages or normal hours of work. The Committee therefore notes that this provision is still not applied. The Committee welcomes the information provided on the application of Article 9(1) and requests that the Government continue to transmit updated information on earnings and working time derived from the Labour Force Survey. With respect to Article 9(2), the Committee once again requests the Government to provide information on measures taken or envisaged with regard to the compilation of statistics on time rates of wages and normal hours of work by occupation or branch of economic activity.
