The complainants allege that the Government of Ontario has adopted back-to-work legislation (Bill 28), the fifth of its kind in five years, which ended a legal work-to-rule campaign, unilaterally imposed a mediation-arbitration scheme that does not meet requirements of independence and impartiality, and brought additional restrictions on the collective bargaining rights of teachers
