Direct Request (CEACR) - adopted 2016, published 106th ILC session (2017)

Parts I, II and IV of the Convention. Statistics relating to wages and hours of work. Further to its previous comments, the Committee notes the information provided by the Government with regard to statistics on wages and hours worked, as well as minimum wage rates. The Committee also notes that the Government is requesting the technical and financial assistance of the ILO for the collection, compilation and publication of labour statistics, including employment trends, wages and hours of work, as well as working conditions in micro-, small and medium-sized enterprises. The Committee requests that the Government continue providing statistics regularly to the ILO on the subjects covered by Parts I, II and IV of the Convention. The Committee hopes that, in due course, the Government will be a position to report on the effects of the technical assistance provided by the Office.
The Committee notes the recommendations of the Standards Review Mechanism Tripartite Working Group and the corresponding decision of the Governing Body at its 328th Session in October–November 2016 (GB.328/LILS/2/1) calling upon the Office to commence follow-up with member States that are still bound by the Convention, encouraging them to ratify the Labour Statistics Convention, 1985 (No. 160), as the most up-to-date instrument in this area, and resulting in the automatic denunciation of Convention No. 63. The Committee reminds the Government of the availability of ILO technical assistance in this regards.

The Committee notes the Government’s report which was received at the ILO on 30 September 2010.
Articles 1 and 5 of the Convention. Compilation, publication and communication to the ILO of statistics on wages and hours of work. In its previous comments, the Committee had noted that no statistics on average earnings, hours actually worked, minimum time rates of wages, or any other statistical publication had been received in the ILO since 1997. The Committee notes the information provided in the Government’s report regarding the average annual earnings for the period 1997–2009 and requests the Government to provide the corresponding methodological information, together with any publication containing statistics on this topic.
The Committee also requests the Government to indicate the steps taken or envisaged in order to resume the collection, compilation, publication and communication to the ILO of regular statistics on hours of work. In this regard, the Committee draws the Government’s attention to Resolution I adopted by the 18th International Conference of Labour Statisticians concerning the measurement of working time. The Committee once again recalls that the Government may avail itself of ILO technical assistance and once again encourages the Government to send an official request for assistance delineating precise objectives (either in the field of labour statistics or in the field of labour administration) to the ILO Offices in Addis Ababa or Dar es Salaam and, where relevant, to the ILO Department of Statistics in Geneva.

Direct Request (CEACR) - adopted 2005, published 95th ILC session (2006)

Referring to its previous request, the Committee notes that the Office has not received any statistics on average earnings, hours actually worked, minimum time rates of wages, or any other statistical publication since 1997. It asks the Government to indicate in its next report whether measures have been taken or are envisaged in order to compile, publish and once again transmit to the Office statistics concerning wages and hours of work. The Committee points out that the Government may avail itself of the technical cooperation of the Office to this end.

Direct Request (CEACR) - adopted 2000, published 89th ILC session (2001)

The Committee notes that separate statistics of average earnings and hours of work for juveniles do not appear to be relevant in Kenya (Article 10, paragraph 2, of the Convention), although specific minimum monthly wages for unskilled employees under 18 years of age are fixed by rural Agricultural Industrial Wages Orders. It encourages the Government to make further efforts to ensure the accuracy and consistency of earnings data, and to compile data on hours of work by sex.

The Committee notes with interest the Government’s request for ILO technical assistance in setting up a comprehensive labour market information system. The Committee encourages the Government to request any necessary assistance, and to send such request directly to the Bureau of Statistics of the ILO in Geneva. It would be grateful if the Government would supply information, in due course, on the results of any assistance provided in this regard.

Direct Request (CEACR) - adopted 1999, published 88th ILC session (2000)

The Committee notes that the Government's report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the matters raised in its previous direct request, which read as follows:

Article 10, paragraph 2, of the Convention. Further to its previous request, the Committee notes the Government's statement in its report that every effort will be made to compile data on average earnings for juveniles and on hours worked for each sex and for juveniles. It hopes that the Government will be able to report on the progress made in this connection in the near future.

Direct Request (CEACR) - adopted 1992, published 79th ILC session (1992)

Article 10, paragraph 2, of the Convention. Further to its previous request, the Committee notes the Government's statement in its report that every effort will be made to compile data on average earnings for juveniles and on hours worked for each sex and for juveniles. It hopes that the Government will be able to report on the progress made in this connection in the near future.

Direct Request (CEACR) - adopted 1988, published 75th ILC session (1988)

The Committee notes with interest from the Government's report, the attached documents and other information available in the ILO, that progress has been made towards the compilation and publication of (a) statistics of earnings for each sex (Article 10, paragraph 2 of the Convention), (b) statistics of hours actually worked (Article 1(b)) and (c) index numbers of earnings ( Article 12). The Committee notes also that statistics of time rates of wages and normal hours of work, and statistics of wages and hours of work in agriculture, are compiled and published in accordance with most of the provisions of Part III and Part IV. It hopes that further efforts will be made to compile data on average earnings for juveniles and on hours worked for each sex and for juveniles (Article 10, paragraph 2).
