Employment Policy Convention, 1964 (No. 122) - Mauritania (Ratification: 1971)

Policy coordination. Education and vocational training. The Government indicates that, with a view to the establishment of a high quality technical and vocational training (TVT) system, vocational training and further training centres have been rehabilitated and the equipment of TVT establishments has been upgraded. The Committee notes that 54 teachers and 50 replacement trainers have been recruited, 34 study programmes have been established, and that the branches of training have been diversified, particularly through the establishment of short-term skills training, which has already benefited 1,500 young persons. Two new polyvalent TVT high schools have been established and grants have been allocated. However, the Government considers that, although these measures have doubled the capacity (from 2,280 trainees in 2008 to 5,200 in 2013, excluding short-term skills training) and improved to a lesser extent the quality of the training, they have not responded adequately to the employment market needs or to the social demand, with the objective being to achieve the upgrading of TVT by 2020 in both qualitative and quantitative terms with a view to achieving an appropriate capacity (15,000 places for training leading to diplomas and 35,000 places in short-term skills training). These objectives will be reviewed in light of the employment market survey and deeper knowledge of the needs and potential of dynamic sectors. The Committee invites the Government to provide information on the measures adopted to ensure the linkage between education, vocational training and employment policies. The Committee also invites the Government to provide information on the measures taken to improve the supply of vocational and technical training for young persons and women, and to create productive and lasting employment under socially satisfactory conditions for workers in the informal economy.
Article 2 of the Convention. Compilation and use of employment data. The Government indicates that the establishment of a national information system through which it will be possible to initiate, monitor and evaluate employment and training policies is among the measures planned within the framework of the action plan adopted by the Council of Ministers. The Committee invites the Government to indicate the progress achieved in the compilation of employment data, with an indication of the employment policy measures adopted as a result of the establishment of a new national system of employment information.
Labour market institutions. The Committee notes the indications provided by the Government on the intensification of its policy to further reduce poverty and promote employment through significant sectoral programmes. In its previous comments, the Committee referred to the 2010 direct request on the application of the Fee-Charging Employment Agencies Convention (Revised), 1949 (No. 96), in which it noted that, in response to the crucial problem of unemployment, the Government had established the National Youth Employment Promotion Agency (ANAPEJ) and had once again authorized labour inspectorates to open employment offices. The Committee also referred to its 2010 General Survey on the employment instruments, paragraph 786 in which it emphasizes that one of the fundamental steps contributing to the achievement of full employment is to build or strive to build institutions that ensure an efficient public employment service and to regulate the operation of private employment agencies. The Committee once again invites the Government to provide information on the measures taken to reinforce the institutions necessary for the achievement of full employment. It hopes that the report will contain precise information on the contribution of existing employment offices in the country in ensuring the adequate placement of available workers.
Micro- and small enterprises. With a view to the promotion of micro-and small enterprises (MSEs), the Government has established a service responsible for the promotion of MSEs and plans to develop a concerted MSE promotion strategy for the period 2014–18. The Committee invites the Government to provide information on the impact of the measures adopted in terms of promoting the creation of lasting employment through micro- and small enterprises.
Employment promotion and labour-intensive programmes. The Government indicates that it has taken a series of measures for: the implementation of several programmes for the integration of unemployed graduates into the agricultural, construction, fishing and environmental sectors; the establishment of a public service for the provision of support to jobseekers; the transformation of the project for the promotion of dressed stone into a permanent public enterprise; and the placing of priority on the labour-intensive approach to road building, construction and the development of water and electricity networks. The Committee invites the Government to provide information on the jobs created through labour-intensive programmes.
