- 42. The complaint of the Trade Unions International of Agricultural, Forestry and Plantation Workers (UISAFP) is contained in a communication dated 20 February 1980. The Government sent its observations in communications of 19 March and 23 July 1980.

UISAFP alleges that Mr. Cristóbal Sebastián, a militant of the National Confederation of Agriculture and the trade union representative of the native company AMUESHA, was arrested because of his trade union activities with the peasants of this company whom he had helped in gaining the title to the land which they worked.
- 45. In its reply dated 23 July 1980, the Government states that, according to information obtained from the Ministry of the Interior, Cristóbal Sebastian had not been arrested nor requested to , appear before the Security Services.
- 46. According to the procedure in force, the complainant organisation was informed on 30 July 1980 of the Government's reply and was requested to submit its observations on the question before 15 September 1980.
- 47. Since then the complainant organisation has sent no additional information. Moreover, the Committee notes that the complaint does not contain any precise information as to the reasons and circumstances of Mr. Cristóbal Sebastián's arrest.
