Noting the indication in the Government’s report received in November 2009 that there has been no change in the application of the provisions of this Convention, the Committee requests the Government to keep the ILO informed of any development in the future.
According to the Government, following a tripartite seminar held in November 2007 in cooperation with the ILO to promote the ratification of Labour Statistics Convention, 1985 (No. 160), a tripartite meeting on the issue had been organized and resulted in the decision to postpone the ratification for further consideration and discussion. The Committee would be grateful if the Government would keep the ILO informed of any development in this regard.
In any case, the Committee would like to draw to the Government’s attention the new international standards concerning the measurement of working time (Resolution I) adopted by the 18th International Conference of Labour Statisticians accessible via ilo.org/global/What_we_do/Statistics/standards/ resolutions/lang--en/docName--WCMS_112455/index.htm, where a larger number of concepts and measures are defined in detail.
The Committee notes the Government’s report. It notes that there had been no change in the application of the Convention, that the provisions of Parts II and IV of the Convention continue to be applied and that the establishment survey from which the statistics are derived does not permit, in its present form, the compilation of statistics of time rates of wages and of normal hours of work (Part III).
Referring also to its 2000 general observation, the Committee notes with interest the indication that the Ministry of Manpower and Migration is envisaging, in cooperation with the relevant administrations and organizations of employers and workers, the feasibility of ratifying the Labour Statistics Convention, 1985 (No. 160). The Committee would be grateful if the Government would provide the information available on any progress achieved in this regard.
Article 1 of the Convention. The Committee notes that statistics of average earnings and hours paid for (Part IIof the Convention), by sex, branch of economic activity and manufacturing industry group, and by occupation, are regularly compiled and communicated to the ILO although there is a long time lag between the reference year of the survey and the availability of the data. The Committee asks the Government whether any measures are envisaged to reduce the time lag and to publish the corresponding statistics as soon as practicable after the reference date.
Article 12. In the absence of the reply to the previous direct request concerning data on wages which show the general movement of wages, the Committee again asks the Government to state whether index numbers showing such movement are compiled, or if it is envisaged that they will be compiled.
1. Article 1 of the Convention. The Committee notes the Government's response to its previous comments that the survey on wages and hours of work is carried out each year and that the data on employment and wages for 1988 will soon be transmitted to the ILO. It again requests the Government to provide information concerning the publication of the statistics and any measures envisaged to accelerate their publication.
2. Article 12. The Committee notes the Government's indication that the Central Agency for Public Mobilization and Statistics compiles data on wages which show the general movement of wages. It asks the Government to state whether index numbers showing such movement are compiled, or if it is envisaged to compile them.
3. The Committee hopes that the technical cooperation project carried out by the ILO in the field of labour statistics will help the Government to improve further the application of the Convention.
Article 1 of the Convention. The Committee notes that statistics on wages and hours of work for 1979, 1982, 1985 and 1987 have been communicated to the ILO. It requests the Government to indicate whether the survey on wages and hours of work has been carried out each year and, if so, to communicate data for other years to the ILO. It also requests the Government to provide information concerning the publication of the statistics and any measures envisaged to accelerate their publication.
Article 12. The Committee would be grateful if the Government would indicate measures taken or envisaged for the compilation and publication of index numbers showing the general movement of earnings.
With reference to its previous comments, the Committee notes the information supplied by the Government concerning Articles 7 and 8 of the Convention.
Article 1. The Committee notes that the Central Organisation for General Mobilisation and Statistics is preparing the publication of bulletins on statistics of wages and hours of work for the years after 1978. It notes that these data will be transmitted to the Office as soon as possible. The Committee hopes that the Government will take the necessary measures to accelerate the publication of the bulletins mentioned above and for their transmission with the next report.
Article 12. The Committee notes the information concerning the measures that are necessary for the compilation and publication of index numbers showing the general movement of earnings, and the Government's statement that the process is made difficult by the delay in publishing statistics. The Committee hopes that in the near future the Government will be able to take the measures referred to in its report to give effect to this Article, and that it will indicate the progress achieved in this respect in its future reports.
