Repetition Articles 1 and 2 of the Convention. Adoption and implementation of policies and programmes of vocational guidance. Close link between employment and training. The Committee notes the information provided by the Government concerning its efforts to identify the training needs of unemployed individuals and to provide guidance to these individuals with regard to the needs of the labour market. The Government indicates that it seeks to rationalize general and technical vocational education as well as vocational training. The Committee requests the Government to provide information illustrating the way in which it ensures effective coordination between the programmes of vocational guidance and training and employment. Article 3. Information for the purposes of vocational guidance. The Committee notes the information provided by the Government indicating that between 14,000 to 16,000 trainees are trained each year at training centres attached to the Ministry of Labour and Social Affairs. The Committee requests the Government to provide information on the measures taken to ensure that comprehensive information and the broadest possible information are available to all workers, including young people and persons with disabilities. Article 5. Cooperation with social partners. The Government indicates that important coordination efforts are being deployed among the social partners participating in the National High Commission for Employment and Vocational Training. The Committee requests the Government to provide more specific information on the consultations held with the social partners regarding the formulation and implementation of policies and programmes of vocational guidance and vocational training.
The Committee notes the information provided in the Government’s report received in September 2008. The Government indicates that, in addition to support from the United Nations agencies, there are ongoing cooperation programmes with the ILO to strengthen national capacities in employment and vocational training, such as the revision of the Labour Code, for the development of human capital. The Committee looks forward to receiving information in the Government’s next report illustrating the way in which it ensures effective coordination between the programmes of vocational guidance and training implemented and employment (Article 1(1) of the Convention). Please also include information on the extent to which the measures implemented have contributed to the establishment and development of open, flexible and complementary systems of general, technical and vocational education, educational and vocational guidance and vocational training (Article 2).
Article 3. Information for the purposes of vocational guidance. The Government refers in its report to the Persons with Special Needs Department which has been established in the Ministry of Labour. The Government also indicates that Popular Education Centres have been established in densely populated areas. In addition, training curricula have been developed and modernized and the capacity of training personnel is enhanced through specialized departments. The Committee would appreciate continuing to receive details on the measures taken to ensure that comprehensive information and the broadest possible guidance are available to all workers, especially as part of the new programmes aimed at the promotion of vulnerable categories of workers such as young workers and persons with disabilities.
Article 5. Cooperation with social partners. The Government indicates that the coordination of training polices is carried out through the National High Commission on Employment and Vocational Training, which is composed of members of most ministries and vocational training sectors as well as employers’ and workers’ representatives. The Committee asks the Government to provide specific information on the consultations held with the social partners regarding the formulation and implementation of policies and programmes of vocational guidance and vocational training.
The Committee notes the information contained in the Government's brief report. The Committee would appreciate receiving further information on the practical application of the Convention, including copies of available reports and statistical surveys or studies, as requested in Part VI of the report form.
The Committee notes that the Government's report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the matters raised in its previous direct request, which read as follows:
The Committee takes note of the documents supplied by the Government in reply to its previous direct request, and the information on the activities of the training centres included with the Government's report on the application of Convention No. 122. With reference to its previous direct request, the Committee would be grateful if the Government would provide additional information in its next report on the practical application of the Convention. Please provide, in particular, copies of available reports, and statistical surveys or studies (Part VI of the report form).
The Committee notes the statistical information contained in the 1985 annual report of the State Establishment for Labour and Vocational Training, communicated by the Government. It also takes note of Law No. 71 of 1987 enacting the Labour Code. It notes with interest that the new Labour Code attaches particular importance to vocational training with a view to providing skilled workers for the different sectors, lays down rules for vocational training and determines the relationship between the trainee and the establishment responsible for his or her training. With reference to its direct request concerning Convention No. 122, the Committee requests the Government to provide available copies of the reports on the activities of the bodies responsible for vocational training. Please provide also copies of the instructions issued in accordance with section 26 of the Labour Code, as well as information on training contracts (sections 27 and 28 of the Labour Code).
The Committee hopes that the Government's next report will also contain replies to the questions in the report form concerning the other aspects of the practical implementation of the Convention.
