Article 1 of the Convention. Policies and programmes. The Government indicates that the National Employment Strategy (NES) (currently being drawn up with the ILO) includes two pillars on human resources, namely: (i) the promotion of a quality education system, as a driver of upward mobility; and (ii) the promotion of a working environment conducive to continuous training. With regard to the education system, the Government indicates that emphasis is being placed on vocational guidance and school dropout. Concerning the world of work, the Government indicates that the aim is the incorporation of continuous training into employees’ careers. In this regard, the Government indicates that the National Centre for Continuous Training and Career Development, which is responsible for the implementation of continuous training programmes, provides support to enterprises. Lastly, the Government indicates that the reports and data requested by the Committee concerning education and continuous training programmes, will be sent as soon as the relevant departments have provided them. The Committee refers to its comments on the Employment Policy Convention, 1964 (No. 122) and requests the Government to provide information on the content of the new National Employment Strategy (NES), specifying the provisions that place special emphasis on human resources and indicating the manner in which it envisages establishing a close relationship with, on the one hand, vocational training and guidance and, on the other hand, the labour market. The Committee also reiterates its request for information on the results achieved by the vocational training and guidance programmes in terms of the placement of beneficiaries in the labour market. In this regard, the Committee requests the Government to transmit statistical data, if possible disaggregated by sex, age and sector.
Article 5. Collaboration with the social partners. The Government indicates that a new model of relations among those involved in vocational training at the different levels (national, sectoral and regional) is being developed. The Government also indicates that the NES and associated programmes are developed, examined and reviewed in consultation with the social partners. The Government reports that the NES is being developed in an ad hoc framework, comprising three levels and bodies: (i) policy level with the tripartite policy committee (COPOL) presided by the head of Government; (ii) decision-making level with the steering committee (COPIL) bringing together the social partners and Government ministers; and (iii) technical level with the technical committee (COTEC), grouping together all the stakeholders, including the social partners. The Committee recalls that consultation with the social partners in both the design and implementation of training policies and programmes is imperative for the full application of the Convention (2010 General Survey concerning employment instruments, page 47). The Committee therefore requests the Government to continue to provide information on the manner in which the social partners are consulted in the development and, in particular, the implementation of vocational training and guidance policies and programmes.
