Application in practice. The Committee notes the Government’s report on the various vocational guidance and vocational training schemes, including the statistical, legal and budgetary data contained therein. The Committee notes, in particular, the important vocational training and apprenticeship reform provided for by Act No. 2018-771 of 5 September 2018 on the freedom to choose one’s future employment. The Committee notes with interest the Skills Investment Plan (PIC), which aims to combat the exclusion of vulnerable groups from the labour market. The Plan has already produced encouraging results with regard to the number of jobseekers entering training, and the labour market integration rate of persons having received training. In addition, the Committee notes the cooperation with the social partners in vocational training, particularly through France Compétences, and the possibility offered to occupational sectors to sign Employment and Skills Development Commitments (EDEC). The Government indicates that EDECs are collective agreements signed between the French State and the occupational sectors, with a view to better anticipating economic changes affecting jobs and skills. Regarding the implementation of policies and programmes of vocational guidance and vocational training during the COVID-19 pandemic, the Government reports on the measures taken in accordance with the Convention in response to the COVID-19 pandemic. The Committee notes, in particular, the Collective Transitions (TRANSCO) scheme, introduced in January 2021, to address restructuring due to the COVID-19 crisis. The Government indicates that this scheme is intended to promote occupational mobility, particularly between sectors, and to encourage local-level retraining. The Government also reports on the Apprenticeship for Promotion and Retraining (ProA) scheme, the Occupational Transition Projects (PTP) led by occupational transition organizations (AT PRO), and the National Employment fund for Training (FNE-Formation), a scheme to train employees forced into part-time work or part-time work for extended lengths of time, or employed in an enterprise that is struggling, undergoing change and/or resuming its activities. The Committee requests the Government to continue providing detailed and updated information on the measures taken with regard to vocational guidance and vocational training. It also invites the Government to provide detailed statistics, including statistics disaggregated by age and by sex, on the beneficiaries of the various measures.
