Article 12 of the Convention. Regular payment of wages. In its previous comment, the Committee had noted with interest the adoption of Act No. 19 of 2 March 2009, by which the Government recognized that public employees had the right to receive the 13th month’s wages for the years 1989, 1990 and 1991. The Committee notes, however, that in the three years that elapsed since the adoption of Act No. 19, no progress has been made for the payment of the amounts owed to hundreds of thousands of public sector employees. In its latest report, the Government refers to a meeting held in July 2012 between the President and trade union representatives, during which it reaffirmed its commitment to settle the outstanding payment. The Government also indicates that it intends to proceed to the payment in stages as from 2013. The Committee hopes that the Government will make every effort to honour its commitment in a time-bound manner and requests it to provide in its next report detailed information on any progress made in this regard.
