Article 1(1)(a) of the Convention. Gender discrimination. The Committee notes from the Government’s reports that between January and March 2011, the National Policy for the Advancement and Comprehensive Development of Women was adopted and was disseminated throughout the Ministry of Labour and Social Welfare and its agencies. The Committee nonetheless notes that the Government provides no specific information on the content of the policy or the measures adopted under the Institutional Strategic Gender Plan. The Committee, therefore, requests the Government to provide information on the following:
  • (i) the implementation and impact of the Institutional Strategic Gender Plan;
  • (ii) the implementation of the National Policy for the Advancement and Comprehensive Development of Women and the Equal Opportunities Plan 2010–13, and their impact on the elimination of discrimination and the promotion of equal opportunities between men and women, including information on measures adopted to address access to vocational training.
Please also provide statistical information on the situation of women and men in the labour market and their distribution in the various occupations, jobs and economic sectors.
Indigenous women. The Committee again asks the Government to provide information on the specific measures taken under the Equal Opportunities Plan 2010–13 to promote equality of opportunity and treatment for indigenous women, and their impact in terms of reducing the discrimination which affects these women particularly.
Domestic workers. The Committee notes the adoption of the National Report on Remunerated Domestic Work prepared for the purpose of determining the characteristics of women who engage in such activities and their working conditions, with a view to adopting measures and actions to protect them. The Committee requests the Government to provide the results of the abovementioned report and the measures taken to protect this group of women workers.
Article 3. Legislation. The Committee notes the motions for legislation on discrimination and gender tabled in Congress and asks the Government to report on all developments in this regard.
Educational measures. While noting the information on the workshops and seminars conducted on awareness-raising and the leaflets distributed, the Committee requests the Government to continue to provide information on initiatives to increase public awareness regarding discrimination in employment and occupation on the grounds enumerated in the Convention.
Parts III to V of the report form. The Committee requests the Government to continue to provide information on the instances of discrimination reported to the Committee against Discrimination and Racism, and the offences detected by the labour inspection services, the penalties imposed and the remedies provided.
