The Committee notes the information provided in the Government’s report received in September 2008. The Government indicates that, in addition to support from the United Nations agencies, there are ongoing cooperation programmes with the ILO to strengthen national capacities in employment and vocational training, such as the revision of the Labour Code, for the development of human capital. The Committee looks forward to receiving information in the Government’s next report illustrating the way in which it ensures effective coordination between the programmes of vocational guidance and training implemented and employment (Article 1(1) of the Convention). Please also include information on the extent to which the measures implemented have contributed to the establishment and development of open, flexible and complementary systems of general, technical and vocational education, educational and vocational guidance and vocational training (Article 2).

Article 3. Information for the purposes of vocational guidance. The Government refers in its report to the Persons with Special Needs Department which has been established in the Ministry of Labour. The Government also indicates that Popular Education Centres have been established in densely populated areas. In addition, training curricula have been developed and modernized and the capacity of training personnel is enhanced through specialized departments. The Committee would appreciate continuing to receive details on the measures taken to ensure that comprehensive information and the broadest possible guidance are available to all workers, especially as part of the new programmes aimed at the promotion of vulnerable categories of workers such as young workers and persons with disabilities.

Article 5. Cooperation with social partners. The Government indicates that the coordination of training polices is carried out through the National High Commission on Employment and Vocational Training, which is composed of members of most ministries and vocational training sectors as well as employers’ and workers’ representatives. The Committee asks the Government to provide specific information on the consultations held with the social partners regarding the formulation and implementation of policies and programmes of vocational guidance and vocational training.
